I’d first like to welcome the Minister’s announcement, and say that the Welsh Conservatives fully support the banning of electric shock collars.

These are devices with significant shortcomings:

They’ve been marketed as a cheap and simple alternative to the proper training of a dog, but even in professional hands there is evidence that there’s an unacceptable risk to the dog’s welfare - and this risk is compounded when they are so freely available to purchase, on the internet, and by mail-order.

They are no substitute for proper training, and I believe that public safety should be the first priority when it comes to controlling dangerous dogs.

Will the Minister confirm whether fence containment systems will be included within the ban – given that, contrary to electric shock collars and mats, they do allow dogs freedom of movement and the ability to express their natural behaviour.

And what discussions have you had with representatives of the Police over how enforcement is going to work on the ground?
